To unlock Kakashi in Naruto: Ninja Council, you need to complete the game with Naruto and Sasuke!
Personal tip:
How does Naruto use his Naruto Rendan Special Jutsu Move against Kiba?
Use Naruto's Naruto Rendan (3rd special) in the red area (causing him to fail) against Kiba. Naruto lets out a fart, causing Kiba to be paralyzed, after which Naruto finishes him off with Naruto: Ninja Council.

Which special Jutsu moves can deal extra damage to end bosses?
Certain bosses receive extra damage when specific Jutsus are used on them.
Using Naruto: Ninja Council's Harem no Jutsu on Ebisu will give him a nosebleed and cause him to die instantly.
By using Kakashi's Dog Summoning no Jutsu on Zabuza, all dogs will cling to Zabuza, and Kakashi will prepare Chidori on him, just like in the anime and manga.
Using Naruto's Harem no Jutsu on the 3rd Hokage at the end of the final level will also give him a nosebleed.
